This has been true since …. the very beginning of the pandemic.
So you must not have been looking too hard.
Travel has been restricted for Americans to … most places over the last 16 months. In case you hadn’t seen it.

(There’s a pandemic going on. Did you see anything about that?)

Never saw anywhere that can’t come if not Canadian citizen. But wouldn’t want to come anyway now that I read about the restrictions. The joy of going to a tournament in person is seeing several matches, going from court to court. To sit in a stadium to see two of three matches not of my choosing is no fun. In 2014, I saw a lot lot top players, especially in doubles, on the outside courts.
I’ll probably go to San Jose for a smaller tournament field but with no restrictions (as far as I read) so I will see more there.
I am the voice of the fan.

Unless you’re a Canadian citizen or someone with a compelling reason to come (not a vacation), you can’t get in.

Saw nothing about this on tennis.com. You’d think it would be a big enough story to warrant coverage there. That is why I visit this site.
I was planning to attend the National Bank Open in Montreal. I enjoyed my experience seven years ago there. Love to come to a city with a good public transportation system, not like here in Los Angeles. Anyway, last I read here no decision has been made. Makes it difficult to do travel plans if have to wait to the last minute to do that. Any idea when a decision will be made. I am surprised there is consideration of not having fans when tonite I see stadium for the Major League Baseball All Star game in Denver filled and same with final rounds of Wimbledon. Are the citizens failing to get vaccinated in Montreal?
